My structural members is gray (ie not usable) within weldments. I downloaded the zip file from the design library for
the profiles. How do I activate the structural members so I can utilize the profiles?
The proper folder structure is important for those sketches. Please read through #8 at Frequently Asked Forum Questions to see if that will fix the issue, and then let me know if it helped.
Does your file location in Options point towards the folder where you have your new profiles?
Have you activated "Weldment" in your part file?
Have you drawn a sketch for the position of your structural item?
Frank Bos made an excellent point. If you haven't created a path sketch for your feature then it will be grayed out.
The path sketch was created. That is fixed. Now when I select a rectangle tube, there is no type or size so I can't go any further. Please advise.

Then the problem is probably your folder structure. Did you check the link I posted above?
Appropriately set up your Weldment folder locations depending on whether the profiles are captured at the configuration level or independent library feature part files (below is the setup for independent library feature parts):
Also remember to create folder structure in another directory outside Solidworks Program folder. Otherwise when you upgrade etc, folder may get overwritten.
All my file locations for custom files for templates, weldment profiles etc I keep on separate drive on computer
