Are you placing this note in a drawing or in a model? Is the drawing view based from an assembly model or a multi-body part?
Either way, check the $PRP link for the note.
It may shows as $PRPWLD:"Description" which will give you the cut list description.
Change it to be $PRPMODEL:"Description" and the note will link to your file property.
You can do this by right clicking your note
Select "Edit Text in Window"
The text window will show you what the $PRP is pulling from, either WLD or MODEL.

My concern is that there is no longer any way to access $PRPMODEL:"Description",in the properties list because the "Description" listed returns $PRPWLD:"Description".
There is no separate listing for the part Description property here:
My average user isn't going to understand why they see "Sheet" instead of the part description when they select this.
For us, and, I would imagine, for the vast majority of users, the weldment description is never used with a single body part.
The method above is not the best workflow, but can be streamlined by saving the note style after the link is updated to pull the &PRPMODEL:"Description". The style can be loaded across multiple drawing files and notes as needed. You can also Ctrl-C and Ctrl-V a the note with the $PRPMODEL link to the clip board to use in the same drawing or in another opened drawing.
I agree that most users do not know to look for this feature when they add the linked note.
It has been a while since I had to dig into this, and do not have much more information available for an explanation.
Hopefully a few more folks can chime in with other solutions or explanations.

If you've description in the custom/configuration properties then you should see one more description property in the list to select.

Hi Deepak, after a bit of playing around, I do have 2 descriptions when I create a new part. Even though one of them previews as the part description, as soon as I finish the note command, it switches to $PRPWLD:"Description".
As soon as I save a part the second description in the list disappears from the list.
Some of my existing parts seem to have both in list, some don't. Interestingly, if I open an assembly lightweight and select description, then I get $PRPMODEL:"Description". If I set lightweight to resolved, and select the same item and the same description in the list, I get $PRPWLD:"Description".
Can you make a sample file and share to investigate?
OK, sorry for delay, was checking if other users seeing the same problem.
They are, and this has only started happening recently, I'm wondering if 2016 SP5 is culprit.
Here is a file with 2 notes, one is the cut list description.
The other is the part description, at least in the preview:
But as soon as OK is clicked, it switches to being the cutlist description also:
In older existing parts, I am alternatively just not seeing the part description listed in the menu at all
