hi everyone...I was making this drawing by ribs and as one surface was round so it is showing this doesn't intersect so cant create rib.I did try by adding a same line on the round face and got the rib but doesn't look good.Any suggestion???.

add the fillets. And check your units, a 10 inch wide rib seems excessive, I think the pictures dims may be mm.
but in the drawing,there are no fillets at this point and dimensions,its just for practice purpose so not to worry
looks like the part has fillets all round to me. Perhaps not as I've added.
might be..Can u show me which way do u think the fillets are added??

I have a different version of SW than you so the pictures will have to do.
Try to create the rib at the widest section and use the rib tool to extrude it one direction for the full thickness. I sketched on a plane that was half the thickness from the right plane.
Next I deleted the face (delete and patch) on the highlighted surface.
If you want your rib face to be flat, your outer cylinder will essentially end up with a flat in it or you will have to extend the top face of the circle as you showed in your first image.
