Alternatively, you could revolve an arc in the centre of the plate and make the necessary cutouts. Then, you could convert the model to sheet metal when you're done!
Another thought on this would be to use the indent tool (revolved boss). Or make a form tool for just the form without cuts (I have had issues with multiple red (open areas in the form tool)) and use the geometry from the original Vent and wrap deboss (2017) the cuts in the Indent. That way you could make two configs. One for the flat pattern and one for the formed.
Could you share the part? I'm not sure how to use indent feature.

You will need to make a forming tool of that shape, this will bend and cut in the process.
