You Could use oak with a steel surface over the strings.
You COULD use plastic,
You COULD use steel.
You COULD use aluminum.
You COULD use titanium.
You could use unobtainum.....

Sorry Ellis, I couldn't resist. That is a very open ended question and the answer would be determined by what materials/tooling you have available for manufacturing as well as what appearance you desire.
You could try using metal. Or plastic. But that would probably not be stiff enough. Ooh, how about carbon fiber?
Most of the capos I have seen are aluminum. Some are stainless steel.
A Capo can literally be just an elastic band. So your material selection is almost infinite. Well....you probably can't use water.....unless you froze it first.
