Creating a toothed and tapered half pipe/spoon

Hi all,

     As the final part of an assembly I have been trying to create this half pipe, with a spoon-like taper at one end. In addition, there are teeth-like indents that point inwards from the outside of the half pipe to its center. The purpose of this part is to extract wood from the center of a hollow drill bit by sliding underneath the pencil shaped piece of wood and grabbing the end with its teeth so that is can be removed from the pipe effectively. So far I have created the half pipe up until the teeth. Any methods or ideas on what tools I should use to make the taper the end as shown and create the indented teeth?
