This is create behavior. If you want to rotate/move/copy body, then do it in folded condition and you would automatically get the flattened body for that.

Try these steps..progress down the list if you fail to flatten the part
Suppress the chamfer on your slots first.
RMC the flat pattern feature and make sure a face is specified under fixed face
Select recreate flat pattern
Select the chamfer faces to permanently exclude them from the flat pattern (optional to first point)
See if you can flatten the part before the move copy command. If yes, then add a fold & unfold feature.
You should be able to configure the fold (suppress it to show it in the flatten state)
