Active Add-ins - left column vs. right column checking to keep add in active

Ok, here's my question:

See the picture below:

If column 1 is for loading the add-in in the current session and column 2 is for automatically loading the add-in in future sessions,

 

Then why is it that, for some add-ins (like Design Checker, apparently), you have to restart Solidworks to get it to load?

Don't get me wrong, I don't mind having to restart Solidworks, but if you truly DO have to restart Solidworks to get it to load,

then what is the left column check box for (for that particular add-in) at all?  There is no point to even having a check box there.  Just have the one on the right and be done with it.

 

 

I am guessing that I don't understand something (which is why I am asking the question).
