After i input all the components into the cabinet layout and save it, the system auto adjust to have gap in between 2 component which originally i arranged them side by side with no gap.\
Anyone know how to rectify this "smart move" by the system?

They are different symbol like circuit breaker, terminal block and so on.
Discovered yesterday the problem probably caused by the scaling. I first scale the dwg from 1-1 to 1-6 to fit the title block, then after that realize i need to adjust the layout, so i scale back to 1-1, this is the time the gap came, the component doesn't seems scale back to the original size but smaller which then causes the gap.
Still cracking my head why this happened.
I saw similar not long ago. I believe it's fixed in 2017SP4.1. Pre-release of 2018 is looking good too.
They did some work with how some things were handled when bringing things in and for new functions. 2018 beta had a scaling issue, most notably with the new wire numbering using equipo labels (actual symbols) instead of the regular wire numbers, where I could make it jump back and forth when the symbol was not the same units as the drawing.
In SP4, there was an issue where all the generated panel objects, like ducts and rail, suddenly blew up or shrunk... wrote a script to go in and scale them all...
Side Note: In the software, ALL symbols are actually using the same units. Example... a line in an imperial symbol is .25" long and a metric symbol might be 5mm long.. In the physical file, they are both in the same units... you have one .25 units and one that's 5 units. imperial and metric are simply a designator that tells the software what to do with it. When you place a symbol with our 5mm line in it to an imperial drawing.. it actually SHRINKS the metric symbol by a factor of 20. An imperial object into metric is scaled UP by a factor of 20. This actually works out well.. multiply .25 x 20 and you get 5 and vise versa. This is why the metric symbols fit perfectly on the .125 reference, it equates to 2.5 pitch in metric symbols. The downside is when programming the software, it's easy to think of the real world facts of 1"=25.4mm instead of the what is going on in the software.
So, when you see scaling issues again, check the bloom factor, it will 9 times out of 10 be a factor of 20 or 1/20.

However, i am confuse why the scaling issue is related to imperial n metric. What i mean is let say i am scaling the 1mm with a factor of 20 then it will become 20mm and vice versa when i scale back to original, with 1/20 scale factor i should have gotten back the 1mm, be it imperial or metric the number should be still the same. However the situation i got is i do not get back the 1mm.
Hope you understand the situation i am facing.
were they the same symbol or different? check that the insertion point of the moved item is within the bounds of the graphical regions, make sure there are no stray entities in the symbol file.
