How I add a step in the middle on my tree? like this I want a removal material under my 3 add composent
I cant move my step, I dont have the small blue target
Right mouse button on Sketch 18 and select Parent child, this will bring up a window showing what features are limiting the change, not required just information.
Then edit the sketch, select Display / Delete Relations, use the pull down bar and select external.
If you recognize the relation from the parent child view, delete it, If not just delete all then you should be able to move your feature where you want then re-establish the relations to fix the deleted relations.
If it still won't move there is a relation in your cut extrude that will need to be removed.

Try dragging the feature instead of the sketch. If that doesn't work, then that sketch or feature is dependent on other sketches or features that are below the point where you're trying to drag it.
You can check your parent/child relations:

You can't move something above one of it's parents. If you want to move it above, you need to remove the parent relationship between them.
If you still can't figure out how to re-order the sketch/feature history after reading the other responses - attach your *.slprt file here.
