Visualize currently doesn't import any sort of MBD/Annotation data from SOLIDWORKS.
And the only workaround I can think of would involve settling for entirely 2d annotations...which I suspect from the workflow you're describing to save as FBX and bring into Hololens...just won't cut the mustard...

if you are looking to render out the results with your annotations there is a bit of around if you have access to Photoview360.
you can render DimXpert annotations in PV360 and then overlay a visualize render on top using GIMP or photoshop with relative ease.
and because Visualize imports your SOLIDWORKS camera is should be fairly straight forward
this is just a thought and I have not tried this out but hopefully it can help in the meantime
