It should be:
Tools - Sketch Tools - Sketch Picture (Almost at the bottom)
If you type the command name in the Search Commands field (top right - next to document title) you will see the commands. Press the eye to se where the command is located.

First of all- to insert an image into a sketch you should choose a plane and start a sketch,
The second thing- you can get to the Sketch Picture feature by searching it in the search line (on the upper right side of the solidworks window) and choose the command finder:

it`s enough to type "pic" and the feature is popping out.
