Why are lines showing up when rotating my part or assembly?

A couple of days ago my models started acting strange when I rotated them.  At first I thought it was just a glitch and would go away but it hasn't yet.  The problem is that lines appear through all of my parts when I rotate them.  As soon as I stop rotation the lines disappear.  Has anyone seen this before?

 

What it looks like to me is .stl data.  When I save the part as an .stl file the triangles that are displayed look fairly close to what I am seeing in my part. That being said I didn't see any options for turning that on or off in the settings.  I don't know if this would be any help but when I captured the video using Jing the lines appear in the video.  If I use the SW video capture the lines don't show up.

What I've done so far:

I've re-installed my graphics driver just to be sure

Restarted the computer multiple times

I think I've turned on and off almost every settings option.
