But, that also looks like an assembly. so make you parts individually and them insert each one (or multiples of each one as needed) into an assembly. This is called bottom up.
To make the part top down, start an assembly file and i9nsert the two rectangle plates and mate them. Then, on the Assembly ribbon select the small arrow under Insert Components and select New Part. You may need to make a reference plane first.
