x_t axis flipped when created

When I save a solidworks file as an x_t the axis gets flipped. We noticed this because when I would save it with the top plane parallel with the top of the thermoform tool our programmers would open this in mastercam and would have to flip the axis after they got it and kept complaining that I designed it weird. I was surprised because I took the effort to make sure I designed off the top plane. So I opened up a x_t that I had just saved and open the native solidworks file and the planes were not in the same location. I know you can choose a specific coordinate in the x_t options but if there is only one coordinate system why would it change and not use the origin?
