1st feature was created by extruding the circle. After that Surface/Face/Plane tool was tried to map the circle to create 2nd feature but it failed instead offset tool was used to create 2nd feature.
Why did Surface/Face/Plane tool fail?
I did try something similar in 2014 and it failed so it looks like the issue was always there and fixed in 2017.
After selecting Surface/Face/Plane did you select the face?

Interesting... I get the same results as Maha using 2016. In 2017 it works just fine. It also works in 2016 if you add a plane (0 offset) and use that for the "from" surface. Or if the boss sketch is smaller than the depth of Boss-Extrude1. This appears to be an issue with 2016 when the boss extends beyond the face. I'm going to give it a shot with an earlier version and see what happens.
I use 2016-2017 student edition.
Before SW2017, if you are using the option of Surface/Face/Plane in Boss-Extrude, then the sketch which is to be extruded must be encapsulated in the surface selected for extrusion. Like in your case the circle's diameter is larger than width of the rectangular face. If you try it with reducing the diameter of the circle such that it is
smaller than the width of the rectangular face then you will not get any error.
