I think you may have now seen the new interface for Planes in 2011. I recall before that one of the 5 types of planes you could create was called "parallel plane at point" like this image.
In your current version of SolidWorks, you now pick the plane as your first reference, and then the point (or vertex) as the second reference. then use the icons for Parallel in the first box, and coincident in the second (see image). I think Deepak is referring to an even newer option called "Parallel to Screen" which creates a plane based on the camera orientation of the model:
I think in many cases if you just ctrl select two objects and select a tool (like the plane tool) SW will understand what you're trying to do. Pretty cool...
