There isn't currently any kind of Mate that will stop components when they make contact. You'll need to maneuver the hinge pieces so that they touch, or almost touch, determine the angle, and then use that value for the Limit Mate.

As John said, a Limit Angle mate should do what you want, but since this is a Hinge I assume you'll be inserting it into a larger Assembly. If that's the case you'll need to make it Flexible so it will work. Maybe you already know that, but if not, see #1 at Frequently Asked Forum Questions. Also, as it says there, Limit Mates don't always work properly in sub-assemblies after they've been inserted into the main assembly, so you're welcome to try it, but if it doesn't work you'll need to delete it in the hinge assembly and apply it in the main assembly instead.

I realize that your question has been answered. And I agree that Glenn's answer is correct. But, please have a look at Fragile angle mates to understand the issues with angle mates. As long as your assembly isn't too large you may not have problems with limit angle mates, but I personally have pretty much given up on them. As they say YMMV.
How much freedom of movement do you need?
Limit distance mate will work for hinges vs. angle limit mates as well.
Your approach has to change, instead of face to face limitations use vertex on fixed edge to the face of the moveable side of the hinge. With a concentric mate around hinge pin this limits the functionality of the limit distance mate. The control of the vertex to face distance now dictates how far around the cylindrical mate your hinge can move. Adjust according to the degree of freedom you want. This takes the sticky out of the angle mate.
On a side note this was the workaround for years prior to the addition of the reference we now have available in the angle mates. For what it is worth I have seen better stability in angular mates since being able to add a reference.
