Is that a macro editing tool?
Not that close. It almost a macro or several macros that you can define within a part or assembly, to have some behavior according with some design inputs or even some user inputs. With this you can create really interactive templates or even see if you are fulfilling some design standards.
One example, is that you can automate a configuration change in a part, with this, instead of doing it manually.
But as far as I know inventor as macro capabilities similar to SW.

No. A design table allows you to have configurations in parts, right?
Not similar but solidworks has the same functionality with partial modules.
Configuration publisher, design table, equations and API.
But with API you can do all of these

Yes, check out DriveWorks. It's a powerful third party add-in for automating design based on rules you define. There is a free version called DriveWorksXpress included with SolidWorks, but the full version costs money.
