The only way I know of would be to enter a very small dimension, such as 0.000001, instead of 0.0.

When dimensioning a line in a sketch, you can use the option to 'Reverse the sense of the dimension' which should give you what you are looking for.
The goal would be to have it auto select the correct direction so a design table would be able to control the dimension correctly
If you're doing a design table then you'll need to add a plane or a sketch and measure from there

when you select the items to dimension, move your cursor until you see the dimension you desire and RMB, that will lock the orientation then select to place it.
