When I try to create ribs it seems i can not create ribs using 3D sketch. Am I correct that ribs should be created only with normal sketch and not 3d sketch ?
Depends on the type of rib you are making. Please provide example.
example of a mounting boss being close to a corner of a plastic enclosure where i need to rib the mounting boss to the enclosure vertical wall
Ribs require a sketch on a plane so as to be able to use the direction options (parallel and normal to sketches), without being drawn on a plane (most 3D sketches) the direction can not be determined. I would recommend you use a 2D sketch, drawn on a plane.

Maybe I still not understand the question. What functionality are you trying to use to create the rib? Here is an extrusion I made using a 3D sketch. Below those is another extrusion that uses a line contained within the 3D sketch for the direction.
