Hidden layers in Solidworks *.slddrw document are not hidden in eDrawing 2017 document

I have various sketch entities & geometry that help define my sheet format etc. built into my drawing template. This geometry is on a layer that is always kept hidden except when being modified. When I publish my *.slddrw file as an eDrawing some of this geometry (shown in pink below) is shown in the eDrawing. Does anyone know how to prevent this?

  1. I have tried toggling the visibility of the layer in my slddrw document and re-publishing it as an eDrawing to no avail.
  2. I have tried turning the layer off in the published eDrawing and saving it in that state but when the eDrawing is reopened the layer is shown again.
