This edge and line is not on the same plane. How collinear relation made possible?
Yes. I understand. Just saying,, they don't have to be on the same plane.
The edge as projected to that plane is colinear.
This is referred to as orthographic projection.
Simply Ctrl select the Edge and the Line and add the relation.

Maha,,, You already have the collinear relation. Your file is fine just like it is. In order for lines to be collinear, they do not have to be on the same plane.
Edit:.. I would suggest that when doing sheet metal you should make your cut extrudes "Normal Cut" whenever possible. Check "Normal Cut"
Problem is not employing collinear relation but collinear relation is in different plane. Before I worked on parts having collinear relation on the same plane.
