I don't know why it may have stopped but "spacebar" is listed as a keyboard shortcut for "orientation". You should be able to add it back in by resetting it thru the customization settings.
maybe restart SW or reboot PC
A little more information would be great.....
Was it working before and NOW it's not working?
Did you upgrade Solidworks and now it doesn't work?
Are you on someone else's machine and it doesn't work there?
Is that a new machine for you?
Did you read in the help files that Spacebar does the orientation toolbar and you tried it and it doesn't work?
What version/SP of Solidworks are you using?
Most probably you've moved the viewport window outside the screen and can not see it. You would have to reset the location of that window via registry.
Not on the system right now but you can search for that registry key here in the forums OR in Windows registry.
The size and position of View Orientation dialog is controlled by the following registry key:
HKEY_CURRENT_USER\Software\SolidWorks\SolidWorks 20XX\User Interface\Dialogs\uiNamedViewDlg_c
XX denotes SW year/version.
Close SW. Check and change the last four values of this string (value would be dependent on your screen resolution/monitor size) to get View Orientation dialog inside the screen. The picture below shows my system values.

I'm not sure if this is what you meant by your question but, when you press space bar does the dialogue box on the left of the drawing show up? If it does then try selecting the option with the arrow pointing at it and the large box around the part should appear which you can use to select an orientation from
