I want to take the outward facing faces of the parts in an assembly and make a surface from them.

Thanks for all the replies and i think i am going to use a hybrid between Glenn's and Steves. I am inserting a new part into the assembly. Then editing the part in context to the assembly using the Offset Surface tool set the distance to 0 and creating the faces from the assembly parts. Then going back with 3D sketches and the surface editing tools to clean up the surface faces and adding the decal to the resulting surface. Then giving the model the appearance of air so only the decal is seen when its placed in the assembly.
You can't do it directly in the Assembly. You'll need to insert a Part, and then you should be able to use the Assembly faces as references to create the Surfaces in the Part.
