Add ALL recipients to notification

So, I'm guessing it might take modifying the notification HTML template that is used. But I'm wondering if someone has already done it and wouldn't mind sharing. Right now, when a workflow goes from one state to the next and multiple people are notified, there is no way for the recipients to know who has received it. I'd like to add or have all the recipients added either to the email CC or TO fields or maybe a list of recipients added to the body of the message so everyone getting it knows who has received it so there is no inadvertent forwarding of the email to people that may have already received it.


I can post screen shots of examples if that helps clarify what I'm asking, but hopefully the above makes sense.
