At our company we dont have a lot of professional licences, so i was wondering if i make a flexible hose part using the routing tool, will i be able to open that part/assembly while using a standard license.

Yes, a part file is a part file is a part file. You won't be able to perform some functions perhaps but it could be opened.

perfect, for some reason i cant open the add-in for routing, does solidworks professional come with that?
I know it's in the premium but I think it's not in professional.

Routing doses not come with professional.
You can see what is in each level of SWX here: 3D CAD Matrix | Products | SOLIDWORKS
Though you might be able to do the routing only in the Premium level, opening those resulting parts that have the routed components should be possible in any of the other levels. I am curious what the feature tree will look like in that case.
