I just want the color indicator parts to fit in their proper places. I just need to rotate them, but it won't let me. What mates would I need to delete to make it happen?

It looks to me like your "Circle" part hole's aren't correct:
I went and put all the "color indicator" parts in their correct orientation with a width mate between the slots in the "top" part:
and it doesn't align with the holes in the "circle" part...
I opened my circle file and made sure all sketches were fully defined and dimensions were correct. I suppressed concentric30 so I can rotate everything, but I can only get 2 at a time to line up where they're supposed to go.
the cutouts in the "top" file are not symmetric.
I fixed the symmetry on the top part. I have almost everything lined up, but if I unsuppress concentric 30 it messes it up. Updated assembly attached.
Try to take advantage of the Planes and Axis from Parts in to the Assy..
in the Assy. you have the Parts out in space, using PLanes and Axis these parts can be located properly and will make for a more robust Assemly.
I used planes and plane symmetry mates. Most of it looks much better now that it's more symmetrical. There's still a problem with concentric 30. If I unsuppress it a lot of things go overdefined. Updated assembly attached.
I found a mate to delete that fixed it.
