Yes, see attached. I am not sure why you would ever go to this trouble to create a plane but I didn't watch the whole video.
In the video clicking on plane1 giving the angle between top plane and plane1, I do not know how it is happening.
I did it just like the video shows. You create the sketch plane and then smart dimension 45 degrees from the top plane as shown in the video. If you open my 3D sketch you will see how it was done. In your original screenshot where you asked why it wasn't working it's because it wasn't done the way you were attempting. You have to select both the top plane and plane 1 (or plane 5 in my example) and then dimension. Selecting one plane will not work.

You have to be in the 3D sketch, select the smart dimension tool, then select the two planes , position your angle to the correct side & then enter your value of 45°.
