I am trying to make tray with one side longer than others, when I tried to modify the edge flange length it moved back to the same length as the other three flanges.
Any suggestions what could be wrong?
I agree seems like a bug. Report it to your VAR. I created a new part of my own again similar to yours and when I selected Tangent Bend, under Flange Length. I reproduced the issue you are/were having. If you select Inner or Outer under Flange length it enables you to change and flange to desired length.

For different Edge Flange lengths - use multiple Edge Flange instances or edit each sketch and add a different dimension
Tray 1 is when i am doing the modification and Tray 2 when i hit enter. I hope i added attachment ok as i am new to forum.

Right click each sketch and add a different value or link three together and have one different etc
I tried to modify sketch of one side but it won't keep new length.
Edit every sketch and make everyone different - rebuild - that breaks the link of the original feature. If it doesn't work for you then delete Sketch16 and add another Edge Flange Feature
that's exactly what i did but when i hit ok it went back to original value.
Did you change it then rebuild (ctrl Q) and then edit the next one (ctrl Q) and so forth
You could add a sheet metal "Tab" feature to the edge flange that you want to be longer or create the one odd length flange separately from the other three.
I just created a similar part and was able to modify one flange to a different length just fine. Uploading your part file will be the best way for help.

Don't make sense that Dean C. Hall and I can do it and you can't. Can you upload the part... If not just add another Edge Flange Feature.
Tangent Bend is selected under your flange length so it is setting the dimension you have in Sketch14 under your edge-flange to all of the sides and overwriting any changes when you exit. change it to Outer Virtual sharp (or Inner) and bam! you can edit your flange lengths.
I am sorry, maybe i should mention it before, I was able to do it before on different parts just suddenly i can't, I restart solidworks and my computer, i also tried to make new parts and it's not working.
Didn't change for me either till I deleted the Edge Flange feature and did a re-insert - now it works
