Fillets are tricky creatures.
In EVERY CAD program that I have ever used, you have to do fillets in a specified way for them to work properly especially on complex geometry.
Even then, sometime you have to go in and edit the base features before the fillet will stick.
Sometimes it is better to do fillets with each fillet in its own feature, and sometimes it is better to grab a bunch all at once. It all depends on the application and the item being filleted.
Mainly, from my experience, it is a trial and error type thing.....once you do fillets more and more, you will get a feel for what works and what doesn't.

You will find a lot of people currently use older versions. I myself just updated to 2016 after being on 2012. Some larger companies choose to not update since it can be a hassle and sometimes a risk to update. With the change in subscription handling this may change but that's a whole different discussion.
I looked at your file and am getting the same issue. I will keep playing with it and see if I can find a solution but as Dan said sometimes fillets can be fickle.

I am asking this to find out onetime payment for SW standard and avoid yearly subscription to save money, whether it is a suitable option to have.
Yes it is fine to have you just wont get any technical support. You need to get all the information from your VAR and evaluate for your own situation because a lot of rules have changed recently involving subscriptions. For instance I have always been on subscription just don't upgraded often since it's more complicated for a large company and we occasionally need support. If I were a private contractor I would have been fine still using 2012 and not being on subscription but that's for my situation and requirements of the software.. There are too many variables that control if updates would help you or not.
..the edge is inverting.. the fillet feature is not that sophisticated to change direction.
..and, as the error message states.. you can try a face filllet.. and it does work up to a point.. where it inverts.. but again, the face fillet does not invert along/connect with the edge.
..you can either change the earlier surfaces to not invert at the edge or.. you can create a split-line and again use Face Fillet using a Hold-Line. (example attached)
