All the rest of the parts just like it will fit in their place. This one is backwards. I can't rotate it on the right axis. Adding relations doesn't put it in place. What do I do? The mates I used everywhere else don't work here.
It's already mated in a way that won't allow you to. Coincident 38 needs to be deleted and redone for your own sanity and learning. Rotate the part before re-mating. Watch it's orientation when selecting the mate.

I deleted coincident 38. I rotated it on every axis on didn't get the right one.
It doesn't appear to me that your "writing parts" are located correctly. My guess is that the "color indicators" should be centered in the slots and they are not. I would worry about getting the other items located correctly before stressing over the last "writing part".
How would I center the color indicator parts? I would think you use a width mate, but I forgot how those work. I've been trying to figure that out. I haven't used that mate in a while.

I chose constraint: Centered, as i am assuming symmetry.
Right click on the coincident mate that you want to edit, then below the lock icon there are two parallel lines with an arrow between them. Click on that and put in the desired distance.

My preference would be to mate origin planes making use of obvious symmetry.
The origin planes cannot be deleted and return rock-solid assemblies.
What is the rectangular anomaly at the top of your clip?
I couldn't figure out how to get rid of it then I just forgot about it.
The clip isn't attached to the body - in fact, it is three separate bodies?
