Once again you did not cite the reference, but it looks typical for an image that might have been in a textbook going back to the days of the drafting board. In order to ensure that the views would fit on the drawing sheet - an ideal location of the view might be suggested. The reference would only be a rectangle so as not to give away the information of what the view should look like. It was the students job to do the orthographic projection. Once you committed to the positions of your views on paper with pencil - it was not so easy to move things around if you found that you needed more room.
Place top view in that (approximate) location.
I do think top view of the model in rectangle shape.
It wont be but those are layout dimensions and J. Mather is correct in suggesting that.
So that this dimensions are nothing to do with model design. It only a guide line for drawing set up.
