You need to do a pack and go and flatten it to a single zip file....
Or include the referenced part. When I open it, it is blank except for a sketch.
But generally....
In order to cut a surface you need to do one (or more) of the following:
1) Extrude another surface and use it to trim the 1st surface
2) Sketch on the first surface (or create a sketch and then project onto surface) and use the sketch(projection) to trim the surface
3) Thicken the surface, then you can use Feature stuff (like extrude cut, hole wizard, etc...)

This is a surface body so either convert to solid first and then add holes OR use surface trim.
As Dan said, you do not "cut" holes in a surface body. You "trim" the surface body. Just SOLIDWORKS lingo.
Bob,.. do you mean.. remove the holes?... you can use DeleteFace and patch.
..and, as the others have noted.. this is a surface and this is where the open face is located..
