Is there an event handler i can use to preempt when a user opens a document from design binder.

The issue i am having is since moving to PDM the documents that are placed in the design binder are now located in the vault. When the user try's to open the document they get a document not found error. I have an addin i created and thus if i could have an event handler set so that when the user went to open a document from the design binder i can have my addin do a get latest on the document so that it will open.
