I have new templates for change Z up
But I don't know how you can modifify it on older part with Y up

Naushad, the Axis orientation is based on what plane you begin your designs on and the direction in which you create your first extrusion. There are a number of discussions on here as to why the planes are setup the way they are but it's all a moot point when it comes right down to it.
Personally, I model starting on the "Front" plane which gives me the same orientation you're looking for (Z-Axis = Height) but as I mentioned it's all relative.
You could modify your planes to represent them differently (which I had done in the past) but the downside to that is then your planes will not match your views.
