Creating Geometry Along an Axis

I've got a part from a customer that was done in NX and I don't have history for it. We need to make several changes to the model in order to machine the part but the engineer that is making it says he cannot make the changes. So I was volunteered to make the mods.


Here is a section view of a round part with an angled ID and holes perpendicular to that angled ID. I need to add a support shelf to the inside of the pocket opposite that ID but I need to keep the holes going through.

I've tried various ways to creating planes and / or geometry where I could extrude the holes back in when I add the shelf for the holes but haven't gotten anything to work. Is there a way to create geometry from the edge of a solid or along the perp face of an axis?
