Pattern driven pattern for part designed in context of another part in an assembly?

I am modeling one part based on another part within an assembly. I have created several in context relations for sizes and other features. The original part has a pattern of tapped holes in it. I want to make a pattern driven pattern in the new part to make a pattern of clearance holes to match the tapped holes.

 

I know that this can be done using assembly features. However, my intent is not for this operation to exist at the assembly level, but at the individual part level.

 

I also know that clearance holes can be created to match the location of each tapped hole using the current number of holes. However, I want the clearance hole pattern to change if the number of tapped mounting holes changes.

 

Furthermore, components can be added using a pattern driven pattern, so I do not understand why this functionality is not possible for features in in-context parts.

 

Can anyone help?
