Not sure if your query is limited to Electrical 2D + PDM or including 3D also.
With current functionality 2D is basically as you say it is.
With 3D 2017 introduced the functionality to link to external assemblies. Previously with PDM integration, the electrical assemblies had to be packed into the TEWZIP file, preventing correct version management of these files. With the new functionality the assembly files can be managed in typical PDM workflows while the project can retain links to these files.
Also at SWW this year there was previews of a big update coming later this year which will allow much greater flexibility for integration between the two. If you have access to download the break out sessions, check out the SOLIDWORKS Electrical with SPDM presentation.

Thanks for the reply, that's pretty much what I thought. I didn't know about the new feature for 2017 however, so thank you, and I will get the videos from SolidWorks World and view as well.
