[FILL SURFACE COMMAND] SW2016

So I've followed a tutorial that generates an organic master geometry. However, in the tutorial where a nice surface fill occurs, in my hands, the surface fill is 2 dimensional and proscribed by the patch boundary (sketch 12). Why won't the surface rise to the constraint curves (sketch 6 & sketch 7)?
