Why would you want that? I'm just kidding, mostly
You can create sketches, but I guess that's not really what you're after. To do some 2D work they released DraftSight which does basic things I believe. Would that work for you?
You can always start a drawing without inserting a 3D model. You can use the same sketch tools that are available in the 3D model side of the software. You can make a 2D drawing this way, but I am not sure why you would want to.
That being said, 2D drafting is not what SolidWorks was intended for so it probably would be more cumbersome than other 2D drafting softwares like DraftSight.
Technically yes, but really no.
I wouldn't drive a backhoe to work 35 miles away, It can do it, but not really.
As Peter said use DrafrSight or any of the numerous programs available. I can personally vouch for KeyCreator as a genuinely great 2D (and 3D) CAD program.
