I have downloaded the model I have attached, and liked to understand it. but I can't understand how he made Loft3 and what are the sketch 20 and 22 and what do they do?
I tried to make something like that but could't!
May someone explains what they are and how he could make something like that?

Have you ever done the tutorials that are included with your Solidworks software? This is a really easy way to learn about lofts and only takes a few minutes. It's a good way to learn.

Sketch 20 & 22 appear to be layout sketches for the Loft Sketches and as far as the loft feature take a look at the settings
Nice, but may you explain more? Why he used those sketches?
Why when I build something like that(loft3) I don't need those two extra sketches? I mean we can build a head like that without those sketches(20,22).
Agreed - Sketch 20 - 22 are not needed at all, but it is possible that when those sketches were developed the designer had something else in mind and never went back to delete them..
But when I try to delete them it gives me error about the relation between sketche 20 with 21,22,23 and loft3!
..that is correct.. those sketches each have a center coincident relation which refer to the center of sketch20.... you can delete those and reassign them to something else if you prefer.
