I am trying to make a welded part that will be primarily #5 rod material. It consists of a 6" diameter ring on top with a 58" diameter ring sharing a common center 24" below.

I am trying to get a sketch created that will connect the outer points of these rings, spaced 6" center to center around the 58" diameter circle, then apply the weldment profile to the 3d sketch. I normally don't do anything on this scale of intricacy. Any help is appreciated!
