Which settings of the part you're looking to change?
Think I know, but the answer no. You enter in info in "Costume Properties" in the PRT file? You want the same info the "Costume Prosperities" ? From what I can tell, you cant
To find the part in a drawing view, you should do something like this:
Dim swApp As SldWorks.SldWorks
Set swApp = Application.SldWorks
Dim swModel As ModelDoc2
Dim swDraw As DrawingDoc
Dim swView As View
Set swModel = swApp.ActiveDoc
Set swDraw = swModel
Set swView = swDraw.GetFirstView
Set swView = swView.GetNextView
You could then open the part and modify the custom properties.
I don't know if it's possible, but you could check if you can traverse the drawing feature tree into subsubsubfeatures and use IComponent.GetModelDoc2 on that. That will get you the part object without visibly opening it. If a drawing is open, the part in the views is already opened automatically, so there must be a way to get the object.
There could be a few settings that could be transferable - but not clear on what you want to change, if it's sketch related the make your changes and save your drafting standards, but if your looking at part or drawing title block information then it's an entirely a different situation.
Custom properties IMHO should all be controlled at the part or assembly level, not the drawing...

input all your properties in Part/ Assemblies then run macro
Most of my properties are linked and will populate to the drawings without any Macro
