Using section view and sketch yields no snap feature to geometry?

I just want to be able to snap my lines to the geometry I am seeing in the section view.  I set up a plane bisecting the hole and was hoping to do a revolved cut around the hole using axis 1.  It seemed intuitive this was the correct way, apparently not?
