Mating when the mate tool says its unsolvable

Sometimes when I attempt to mate using two concentric constraints even though the hole centers reported by the measurement tool are the same the mate tool fails saying the mate is unsolvable.  For instance I had a downloaded UFCB bearing and a plate with holes.  The bearing was at an angle to all the other surfaces so there wasn't an easy parallel mate to use.  I have added angle constraints to solve this, but its a bit annoying because all the holes are measuring the same distance apart according the measurement tool.  Is there a trick to doing this?
