I want to make a circular pattern with the circle I have on the side of the cylinder. How do I make the pattern go around the cylinder?

If you're going to extrude / cut the part you can pattern the feature you create from the sketch.
You cannot however pattern a sketch into multiple sketches around a part.
You would start the 'Circular Pattern' command then select one of the cylindrical faces (or a temporary axis) for your first parameter (the top-most box in the circular pattern definition). Once you have this selected go down to 'Features and faces' to select the Cut Extrude feature that makes your hole. Once you have these selected you would select 'Equal spacing', set the number of instances to pattern and then execute the command. The pattern should go all the way around your cylinder.

Make an axis through the middle of the cylinder, then use that as the rotation axis of the circular pattern. Or even turn off your temporary axis view filter, and use that as the rotation axis of the pattern.
