I don't know that you can actually transfer features from an assembly to a part. What I would do is go to Edit Part mode within the assembly and copy the centerpoints from the holes. If you turn off the automatic adding of references from the assembly, those points will be exactly in the same place but not fixed. You can then add the proper dimensions in the part.
When designing as you show there is a huge chance in creating Circular Rebuilds, when you create a sketch or a feature below the assembly parts... SolidWorks rebuilds the feature tree from the top down and a sketch at the bottom of the feature tree controlling components above it means that the part above the sketch can't rebuild cleanly till the sketch is rebuilt.. You can use sketches to control the features in parts however they need to be inserted before the parts.

Unless I'm very much mistaken, that assembly you are showing is from the SolidWorks tutorials. Can I ask why you want to do what you have asked?
are you talking about Propagate to part with the holes??
