Yes, it looks like you WANTED to attach your 40 dimension to the centerline of the circle, but it is actually attached the end of the line that you want to trim. Like Eric Henderson said, you trim that line, and now your dimension is looking for its reference.

You need to unsupress the three features further up the tree as these are needed in the section of the tutorial you are trying to do. When you do that you will get errors in Revolve1 which I assume also should of used those features, so you will have to do that again.
I have found the problem. In the video Thicken is 1mm (time 30.30). You can find at the back of the Helmet (time 40.40) it is visible.

My Thicken also 1mm but not mentioned in the Thicken Parameters box. I don’t know how activate it.
I know, that's what I was trying to tell you. You have those features suppressed for some reason in your model. Right click on the three greyed out features & select Unsuppress, then you will get the thickness back. This will also mess up your previous sweep as it must of been suppressed when you did that feature too.
I cannot open your file, but I think you can't trim the sketch because it is constrained by the dimension. (40)
