Aside from the fact that nobody is likely to do this for you for free, this is a schematic representation of a paint gun rocket nozzle--rather than the accurate geometry. If you model it exactly as shown, it will not work as expected.
Edit note: Holy crap, why are you trying to scale a rocket nozzle?

I worked on a design very similar to this for a major aerospace company, no I would not do this.
So Dadi, you've ask for help in modeling a picture, correct?
There are no specifics as to what you're trying to actually model in SW. The section view is not anywhere near enough information for one to grasp what you're trying to do.
What is your goal here? Are you wanting a model of all the parts required to build whatever that is?

A quick start, to get the bulk of this modeled, would be to use Sketch Picture in a sketch. Trace sketch model lines and arcs over the image for the items that should be revolved, then revolved Boss/Base the thing creating a multibody part with various configurations to be created later. Take a stab at the dimensions with the expectation of modifying them later. Take less than a hour.
